Finance Director

The Finance Department oversees the fiscal affairs of the City and provides related financial services. These services include budgeting, cash management, accounting, utility billing and collection of taxes, fees and fines.

The Department Head, Barry Whitley, serves as Finance Director. He provides leadership and policy guidelines on a wide variety of fiscal issues in addition to general administration of the Department. The Director is also responsible for specific activities such as investing surplus City funds, publication of budget documents, annual fee adjustments, and formation of special improvements districts.

The Finance Department is responsible for providing support services to all departments in the City and for financial reporting to other government agencies.  The Finance Department provides a variety of services including budget development, financial analysis, bond debt administration, revenue billing and collection, accounts receivable, accounts payable, cash flow management, payroll processing, utility billing and information systems support.  These duties are accomplished by using generally accepted accounting practices and procedures.  As always, the Finance Department employees are dedicated in providing efficient, courteous and prompt service.
